The story of place tells you what to optimize. A cold lakeside town and a hot arid metro do not get the same options — and they do not get the same math. This is the full library of stewardship interventions the place selects from: the raw material the Place Planner composes into a portfolio.

How to read a badge

Every intervention claims only what it can prove

No black-box claims — this honesty system is the model's spine, and the planner's engine trusts a Proposal at roughly half the weight of an Operating project. The five badges:
Operating

Verified operating project(s), externally cited.

Pilot

Documented pilot or research deployment.

Proposal

Concept with adjacent precedent only — no operating instance.

Standard

Codified in an industry standard or certification.

Regulatory

Mandated somewhere (EnEfG, EED, VA HB153, GS-5).
